– For teams from the United States:
1.Teams must provide proof of approval of the team’s participation from the team’s Federation Organization Member. A a valid signed roster from their state/association/club registrar at check-in fulfills this requirement.
2.Teams from outside the State Association where the tournament is located must provide proof of permission to travel.
II.PLAYER AGE AND ELIGIBILITY
a. Boys and Girls age U6 to U14 based on the 2010 – 2011 season.

b. Players may play on only one team in an age group division.
III. TEAMS
a.Home team will have choice of side of the field for their players and spectators.
b.Visiting team will have choice of jerseys.
c.The goalie must also have an alternate jersey subject to referee approval.
d.No persons are permitted behind the goals.
IV.PLAYER CREDENTIALS AND UNIFORMS
a.Player IDs are to be present and available at all matches should questions arise.
V. LAWS OF THE GAME
a. All matches must be played in accordance with FIFA Laws of the Game, except as specifically modified as follows in the tournament rules:
b.The laws of FIFA and WSYSA will be used during the tournament.

U6 – 8 Games 40 minutes – Ball Size 3 U9 Games 40 minutes – Ball Size 4
U10 – U12 Games 60 minutes – Ball Size 4 U13 – U14 Games 60 minutes – Ball Size 5
d.Substitution
i.SUBSTITUTION TIME - A player may be substituted at a stoppage of play with the permission of the referee.
e.Player Equipment – Specify what is permitted and not permitted.
f.Shin guards – Required for all players (no exceptions).
g.Casts - Any player wearing a protective orthopedic device shall report to the Tournament Registrar at Tournament Headquarters at least 60 minutes prior to the beginning of the first match. Protective orthopedic devises, prosthetic devices and any equipment, gear, appliance or apparatus that is protective for an injury or a known medical condition may be worn during a regularly scheduled game provided that the referee determines that the device conforms to Law 4 of the Laws of the Game.
VI.TOURNAMENT AND MATCH SCHEDULES
a.Tournament Format - Each age division will be divided into appropriate groups by the tournament scheduling committee to best enhance fair competition for the round robin portion of the tournament. Advancement to elimination round is determined by the formula prescribed by the tournament committee, dependent on number of teams per age group and division.
b.Match Schedules - For all age groups each team will be scheduled for a minimum of three games, with no more than 2 games on any one day. Preliminary games will be played Saturday thru Sunday morning. Finals will be played on Sunday.
c.Procedures for Determining a Winner – Elimination round matches that are tied at the end of regulation will play two 5 minute overtime periods. If the match is still tied at the end of the overtime periods, “Kicks from the Penalty Mark” will be used to determine the winner.
d.Referees – All U11 to U14 matches will use referees certified by the Federation.
e.Match Delays, Suspensions, Cancellations – The tournament director will make any rescheduling decisions as required by weather or other situations. Games will be rescheduled to a time and day that provides the least conflict for the teams. Games will resume at the point of cancellation with all scores carrying over.
f.Refund Policy –
100% refund of fees if cancelled prior to entry deadline.
50% refund of fees if cancelled within 7 days after entry deadline.
No refund after that date.
VII.FORFEITS
a.Teams not ready to play within 5 minutes of game time will forfeit the match and the referee will record the game as a 1-0 win and the winner will be awarded EIGHT points. A minimum of seven players is required to begin the game. Any team that forfeits a match may not be permitted to proceed in the tournament to the playoff rounds.
VIII.STANDINGS AND TIE-BREAKERS
a.The following point system is used:
SIX points shall be awarded for a win.
THREE point shall be awarded for a tie.
ZERO points shall be awarded for a loss.
A team win by FORFEIT, will be recorded as a 1-0 win and awarded EIGHT points.
ONE point for each goal up to THREE per game.
ONE point shall be awarded for a shutout (including 0-0 ties).
Minus ONE point shall be deducted for a Yellow Card.
Minus TWO points shall be deducted for a Red Card.
b.In the event of point ties, placing teams from each division will be decided by the following rules in sequence until the tie is broken:
i.Winner of head-on competition, if played.
ii.Highest goal differential up to five per match.
iii.Fewest goals allowed up to five per match.
iv.Most goals scored up to five per match.
v.Most number of shut outs.
vi. FIFA "Kicks from the Penalty Mark".
IX.MATCH AND SCORE REPORTING
a.Referees will turn in match results, cautions and ejections. It is the responsibility of the coach to check the standing boards for all game times, locations and results. Team captains may confirm scores at half time and end of game with the referee.
b.Referees will submit match results on the game card at the end of each match to the referee assignor. The referee assignor will forward game cards to the tournament headquarters.
X.PROTESTS & DISPUTES
a.All disputes for non-referee decisions are handled by the Tournament Director in conjunction with the Judicial Committee. The Judicial Committee will consider and hear protests and disputes. Appeals of misconduct reports shall be settled by the Judicial Committee. All protests and disputes must be made with the Tournament Director within 30 minutes after the completion of the match. The Tournament Director will take such actions necessary to resolve the dispute within 60 minutes of receiving it.
b.Decisions by referees may not be appealed, and decisions by the tournament director or tournament committee deciding a protest or dispute are final and may not be appealed.
XI.CONDUCT AND DISCIPLINE
a.Team and Spectator Conduct - Each coach is responsible for the conduct of his/her team and sideline spectators. Lack of control may result in the coach being given a yellow caution, red card, and/or disqualification from the tournament.
b.Animals, alcoholic beverages, smoking and verbal abuse of anyone is NOT permitted. Other actions deemed detrimental to tournament is NOT permitted.
c.Ejections - Players receiving 2 yellow cards or one red card in a match will be ejected from the match and will not be allowed to play in the next match. A coach receiving a red card will be ejected from the match and upon the decision of the tournament committee may disqualify the coach or team from further tournament participation. Suspended coaches may not be located on the sidelines, atleast 50 yards from the field, and may not coach or communicate with the team in any manner; players may sit with the team but may not be in uniform).
d.Report of Disciplinary Action:
i.For United States teams, the tournament will notify the Federation Organization Member of that team of the disciplinary action taken or required.
